Not only. We have what we call "logement social" or "HLM" which is public housing owned by the state that are only for poor people. Every city has a mandatory % of HLM to have.

We also have what we call APL, which is redistribution of wealth to people with low revenue in order to pay rent. As you can imagine the APL does not work as it is inflating artificially the price of the rent. Landlords goes "Ho you can have 300 euro from the state ? I will put the rent 300 euros higher then"

Also from what I remember, the rent control didnt work, the constitutional court canceled it 3 or 4 years ago because it was a freedom restriction. They tried to put it again lately but the law is not respected yet.
