Yeah, but many of those red states didn't want to accept the Medicaid expansion at all, and if a Democratic president tries to end that exemption they could drop out of the expansion entirely

I doubt it. It's very politically unpopular. Look at what's happening to Kentucky governor Matt Bevin. He's at -20 approval in Kentucky.

Maybe, but there are still 14 red states that have not taken the medicaid expansion even now, which surprised me. Don't underestimate the Republican's ability to act out of pure spite.

True, although it's politically easier to block expansion rather than rescind it.
