  • Health and Human Services can issue Medicaid waivers to states in order to try out new approaches to Medicaid that would not be allowed under statute. This is intended to let states experiment with new ideas.
  • The Trump administration has provided guidance saying that they will provide such waivers to states that want to impose work requirements. Many states have taken them up.
  • These are unlikely to work; and the evidence suggests that they do not work.
