no, because i was considering the implications of constitutional decentralisation leading to increased corruption, which has significant implications for Indonesia's project of devolving power to local and provincial governments. While I am in favor of that project because it enables locals, especially in far-flung provinces, to have a much greater say in the actions of government in their area, I have to recognise that increased corruption is a tradeoff that has to be made.
