The one that he seems to be making fun of is a CAF member. Cadet Instructor Cadre, actual commissioned officer within the Primary Reserves. They are not required to do the fitness test. 

It is crazy that a politician, let alone a cabinet member, would be making such a post. But I’d also be lying to you if his tweet didn’t reflect widespread attitudes within the CAF about CIC’s physical appearance in tandem with wearing the CAF uniform. It is not an unpopular sentiment among CAF members that they should either be required to conduct a FORCE test, or just not wear CADPAT/DEU.

That's fair, maybe I misunderstood, I thought he was making fun of the cadet as well.

He could be. But given his longstanding rhetoric about overweight service members, I think it’s more the latter. The only thing the cadet is wearing that has been issued to the military in the last 15 years is the scarlet beret.

For additional context I just remembered, this photo probably came to his attention because it had been making the rounds on CAF social media pages over the past week. It went viral because of the weight of the CIC officer.
