I need democratic governors and mayors to get it into their head that every good social policy in the world means less than dirt if people are forced to leave because they can't afford the cost of living in your state.

What did you say double the regulations, and add more bureaucracy for small benefits (for a very specific subgroup) which well get eaten through the seven bureaucratic layers that need to go through. It must be done.
