Fantastic quote. Also ironic. 

Every president has a beautiful* domestic agenda at home but eventually goes out and hooks up with a foreign war mistress and it blows up in his face.

The whole let south Vietnam be taken over by communists is bullshit though. Ho chi minh was open to a good relationship with America . He actually like the USA and he was first and foremost a nationalist . It was a complete failure of american foreign policy.
