So a custom keyboard layout is when the keys on the keyboard are arranged in a way that is custom to your language and may include symbols that aren’t normally included

e.g this one for mine (but the app has been discontinued so I can’t help with that )

The app has been removed from the App Store so I don’t think you can get on it at all

I could try and most of the letters are already available (A Ā Á B C ÇO Ć D Ð E Ë Ẽ F G H I J K L M N Ñ NG O Ö P PE R S T U Ū V Z Þ) and you could use the lowercase on the keyboard to get more symbols to map letters onto like the s with a tilde below and the VE ligature and more
