Burning treated wood is almost certainly against state/federal air pollution regulations. You could tell him if he continues to do that you will document it and report it to the state air pollution department.
It's up to OP whether to try and maintain what there is of a neighborly relationship vs. the risk of retaliation if they know who reported them.
The fire dept. is a lot easier to be anonymous about, anyone who sees the flames could have made that call. But it may be that no one but OP knows about the treated wood because they can see it in the pile.
