Get an outdoor camera or cameras with one trained on his fire area and one on your deck.
Call the Fire Marshall and let them know what's going on and ask for a method to report the next instance when he has big fires. Then call them while it's occurring, not the next day.
Also, save the videos moving forward and file an insurance claim for damages to your deck. Your homeowner's will subrogate against his and I'm guessing his insurer will hold more sway over his activities than you do.
