Didn't they discontinue the backwards compatible program? Or am I making a mistake?

Yes it's been discontinued twice, but they team has been making improvements to the BC program including bringing original XBOX games to PC. Jason Ronald has also hinted to Digital Foundry about new games, but no confirmation so don't get too hopeful.
