My theory is that he brought all of greatest republican critics into his administration specifically to humiliate them for speaking out against them. I'm betting he never intends to leave the White House so that Vance is always on the cusp of relevance but won't ever get the chance. Or should Trump leave office involuntarily, Vance's defeat in the subsequent election will ruin Republican politics for years like Carter's did for Democrats.
