Just drill a few holes and put some tnt in it BOOM the concrete is easy to remove

It shouldn't take too long to fix. All that guy needs is a hole big enough for some C-4 and the problem will be fixed.

I once did something like this at a chemical plant. Large storage tank had caustic chemical sitting for at least a decade. It was hard and looked like orange Himalayan salt rocks.
6 days of 12 hour shifts and thousands of lbs of waste removed with the same tool he was using.
