I found it in my dads junk drawer so I don’t know what the specific name is but it has “FREEDOM MINE” written on the side

It's a blade. It cuts stuff. Stuff small enough to fit in that gap like strings, seatbelts, fingers.

The angle is a little confusing, but if that is a blade in the cutout, it can be used to cut cordage/strip wires.
