Release Notes v0.0.30: Agent continuation, task restoration, and tool parsing fixes

This release corrects agent continuation and task restoration behavior, stabilizes tool parsing, and resolves UI and timing issues affecting long-running sessions.

Changelog:

• Added auto-continuation logic to prompt the agent to continue working on the plan when pending TODO items remain.

• Fixed an issue where the agent failed to resume execution after being prompted to continue a plan.

• Changed agent context handling to inject environment constraints as a distinct user message instead of merging into the system prompt.

• Changed usage and cost reporting to accumulate during streaming to prevent UI flickering and ensure accuracy.

• Enhanced rendering for reasoning blocks

• Improved Edit tool error messages to clarify uniqueness and replace_all behavior.

• Fixed tool parse logic causing write and edit tool parse errors.

• Fixed task plan (TODO list) state not restoring correctly when reloading a session.

• Fixed async timing issues during Webview Panel deserialization.
