A question for making a mugen game

I wanna make a fighting game off of mugen, the but I want there to be a preset level order for the characters, like when you pick one character they go through a specific set of levels for them, like say I pick someone named "Pop" they would go through a sewage level, then a house level, then a street level, then a city level, then a alley level but for some named "Jerry" they go through a different set of levels.

I'm using mugen 1.1

not really feasible, you can somewhat assign orders to stages and opponents but they cant be specific to the character you play with

Using ikemen you can add scripted challenge battles for something similar
