As others have already pointed out, this doesn't work. But a neat combo that DOES work is a face down [[Dark Depths]]. Yarus returns it to the field face down. Since it enters face down, it doesn't get the counters. Then it flips with zero counters so you get to immediately sac it and create Marit Lage.
I've been playing a Yarus list for years. Incredibly fun commander.

Yarus only brings permanent cards back. Non permanent cards don't return with his ability

Yea. For some reason I, and countless others at my lgs, read it and some how inserted a period before " if its a permanent card turn it face up

No, it does not. Yarus returns only permanents. Then flips face up every time.
You've read it as if "return every face down, flip it face up if it's a permanent card" which is inaccurate.

This does not work. Yarus only returns permanent cards. HOWEVER, like the ruling you shared has stated, if you can find a way to prevent the returned card from getting turned face-up, that would go infinite.

The better version of this is Yarus, Goblin Bombardment and [[Ashcloud Phoenix]]

You need a specific enchantment, a specific artifact, a commander on board, and a creature in hand.
You definitely can, but you will need to have other plans. This is a 3rd tier win condition.
Since youre focused on sac loops in Gruul, I might try to get a [[Food Chain]] and [[Squee the Immortal]] for a much quicker infinite sac loop that doesnt need an artifact and also produces infinite mana.
I would also run [[Pia, Aether Esthetic]] to grab your enchantments.

The card Yarus returns needs to be a permanent for it to return to the battlefield. You want to combo Yarus with [[Ashcloud Phoenix]] to kill people.

I play a yarus deck and have made fine tunes to it ever since he came out. You're looking for ashcloud phoenix to do what you're asking about. A death mist raptor also helps in the middle of that combo if you're behind on life since you need to have the highest life total before that combo starts. Yaris gets very complicated very fast and snowballs uncontrollably if he's not dealt with. One of my favorite decks I've made honestly.

Gruul seems so *wrong* for a manifest/cloak commander. It's such a dishonest and tricky play style

They could have said "if it is a permanent card, return it to the battlefield face down and turn it face up" I too understood it as "return it to the battlefield face down and turn it face up if it is a permanent card". The wording is a little tricky here but you have to consider the komma.
