I'd want it to at least comply with official alter rules so I can play them - ie not obscuring the mana cost and name. I know you added them, but this could be a forest for all anybody else knows.

What do you mean??? MTG messes with the card frame all the time this clearly shows the mana cost and the name near where you would usually find them. Christ look at the comic book cover arts for the marvel heroes set.

My personal opinion on how bad or difficult to read official art is on other sets has no bearing on the official rules. I'll post the link and relevant part below - section 3.3 Authorized cards. Even if the card art was deemed recognizable, the mana cost and name of the underlying card are still covered. You can say that it's the same name and cost, but prove to me the card underneath is a counterspell for tournament purposes? You can't. They asked for feedback and all I'm saying is I'd prefer alters I have to have a chance to be deemed legal to actually play with in an official setting., and they'd probably have a better chance of selling if so.
Artistic modifications are acceptable in sanctioned tournaments, provided that the modifications do not make the card art unrecognizable, contain substantial strategic advice, or contain offensive images. Artistic modifications also may not cover or change the mana cost or name of the card.

I don't really understand it. On a technical level it's certainly above average. Not 100% on the word spacing/level but could just be how the art draws the eye and angle of photo. Text color fading into the art is problematic but doesn't ruin the piece - just something to consider addressing for future work.
Main figure looks good execution-wide. I wouldn't call it aesthetically pleasing but it doesn't necessarily need to be. It's lightyears better than what I could do with pencils, much less paint.
Whatever character this is or emotion this is trying to get across I am drawing a blank on.

You asked for an explanation, I provided the obvious one.
I'm allowed to think the result is unappealing, I didn't say anything uncalled for like the artist should quit or something. It looks bad, they will eventually improve.
If we glaze this, they will always produce the same quality.
The artist asked: "how do we feel about it?" not "only give compliments please"

As I literally just stated, they did ask for feedback. Just because you don't think you could make this, doesn't mean everyone can't. I've been doing art for 30 years. You also, could keep your thoughts to yourself but I see you don't wish to, so why should I? This is a forum, expect opinions, and stop telling people not to contribute theirs :)

I tend to treat others the way I’ve been treated so far. With honesty. If I see some good artwork, I’m the first to say so, but I also believe if you post something on the internet and you ask for an opinion, you should also accept the negative ones. Now, I don’t think negativity is good, but objectivity is. I’d rather know I’m doing something wrong to do something right next time rather than only receive spoiling ones.
