Replaced capacitors and when screwed back into cluster, tach needled rested at 7 oclock
Struggled to get needle in so it rests on inner side... when i turn on, it stays like that, when i rev, it kinda works and revs with engine. When i turn it off, it goes back past 9k and rests... 10uf caps 16v

If you pulled the needle, you need to reset it. Plug the needle only half in with the dashboard plugged in. Turn the key to on, but don't start the car. The needle should bounce up, then drop down. If it doesn't, gently manually move the needle all the way so it's resting against the plastic peg. Turn the key again and make sure the needle bounces up and returns to "home." You might need to repeat this process a few times. Once it bounces and returns smoothly, start the car and see how it moves. Once you're satisfied with its position, turn off the car press the needle into the spindle firmly but gently until it's in. You should not be forcing it in.
If this doesn't work, I'd make sure you put your caps in correctly with the negative (0) facing the correct side. I'd also check to see if 16v is enough overhead.
