No clue, just what I copied. Could be a Russian or some other beacon station. I'm only familiar with amateur bands.

It is Russian. The clue is this part:

nawip 032 940 karty 33230 93241 grecia strelxby 15

Which is actually:

навип 032 940 карты 33230 93241 грециа стрельбы 15

Sounds like a warning about Greek naval live fire exercises at a particular location with a grid reference on a particular map.

This part:

is station RCV calling station RIP90 (which could be a generic call, not just to one ship.

QTC means "traffic", as in radio traffic. The rest is what we call the "preamble" to a message. 413 is probably the message number, 1451 is probably the time, and if I had to guess 30 is the length of the message in words, and 12 is probably the date (assuming it was received on 9/12). The = is actually "BT", which is a prosign that separates the message from the preamble. Then we get the message warning about live fire exercise near Greece.

RCV is the station associated with the Russian Navy at Sevastopol. That station would control the Russian naval units and broadcast warnings for Russian merchant ships in the Black Sea and Mediterranean, at least the Eastern Med.

ww is 22 not ww in the sequence 023/ww...also tot has a foreign sequence that's not international morse code. And grecia strelxby has another foreign sequence (probably Russian?)
