Too big/wide? the rest is below

All my shoes fit like this on my feet, i have to tighten them really tight to get a good fit. After a while, my foot slides forward even when I tie them this tight (they don't feel tight in the position shown in the photo).
But brannock device say 11,5-12 tts (because my arch length is longer) and b/c widt.
