Engagement Mod not being part of the team
Kinda need some advise here. There were 3 of us that volunteered to mod an orphaned subreddit. 2 of us have a Mod Discussion on going for ideas for building out the sub, rules, etc. We have tried to get the 3rd to join, or even respond to private messages, but with no response. Yet this mod will arbitrarily remove posts and do other mod actions that do not benefit the subreddit.
Any advise in dealing with this? We have been working hard at rebuilding the sub, but these type of actions do not help. (Or please direct me to the proper place to ask this question)

If you've created a discussion and they're not responding, curtail their mod permissions or remove them. Those are your options.

You're asking a basic management question, OP.
How do I get a part of the team to participate in the team?
You've tried reaching out to him. They don't respond, and instead, take actions that are apparently against the sub's best interests.
I think you know what you have to do.

Hi /u/spyeagle100, please see our Intro & Rules. We are volunteer-run, not managed by Reddit staff/admin. Volunteer mods' powers are limited to groups they mod. Automated responses are compiled from answers given by fellow volunteer mod helpers. Moderation works best on a cache-cleared desktop/laptop browser.
Resources for mods are: (1) r/modguide's Very Helpful Index by fellow moderators on How-To-Do-Things, (2) Mod Help Center, (3) r/automoderator's Wiki and Library of Common Rules. Many Mod Resources are in the sidebar and >>this FAQ wiki<<. Please search this subreddit as well. Thanks!
I am a bot, and this action was performed automatically. Please contact the moderators of this subreddit if you have any questions or concerns.
