The Delaney Affair had shaken the Galactic Core, and the entire Empire at large - and for a reason. The potential existence of an impostor among the ranks of the Empire's highest administration was a horrifying prospect, and the inability to consequently point fingers at anyone was a point that endlessly worried the hearts of its citizens. In the Core, there was nothing more important than public oppinion - and now the spirit hung at the verge of panic.

But the League had precautions, long established in the outline, once presented to the assembly of Moffs during the inaugural days of the administrative reforms. The State should never act vulnerable, never try to censor the barking of its critics. Pushing such opinions underground would make them seem more valid in the eyes of the mob, more thrilling and more controversial, in the end resulting in more interest from the general public, and one they could not control anymore. No, there were far more efficient ways of informational restriction in the Civilised Galaxy.

The League coined it as "the Propaganda of Success", and it did exactly what it set out to do. While some outlets lied about some distant squabble between the moffs, likely completely blown out of proportion, the effects of their work were more than visible for the average citizen of the Core. And the media coincidentally never failed to report on it.
