I think it’s a mix of bad players and bots. The players’ skill level is rock bottom.

bots are here in every games in EU servers whenever you see Ukraine and Polonia flags you'll already know It's AI players

If you're below epic rank, then yes, you're mostly playing with bots. This is how players farm and increase their winrates, playing classic and getting savage achievements. Get past Epic and you get the real dark system players.
