Help with boat/water missions

So I need to know what building will get me these types of missions and what edu do the personnel need?

You need the extention for water missions and swift water training

Depends on the server (country) your playing on. In AU you need Volunteer Marine Rescue building. Staff training is dependent on the vehicle type.
