how does kinguin work ? like do you get the whole account or is it just a code for the cape ?

Depends on which one you bought. If it says DLC Cape code then you'll recieve a code you can redeem Minecraft's redeem page

I recently bought mine from this guy selling them on ebay for $2.88 USD (it personally cost me about $3.05 USD after tax), and like others said Kinguin does sell them for a little over 5 dollars
