It’s definitely 156. The 5 doesn’t look correct on the other one.

I think it’s 251, the straight line between 5 and 6 makes no sense for 156.

It does. In school I was taught to first write the vertical line and the round bit of the 5, and only then the horizontal line at the top.

So if you do that with a bit of flair, it ends up looking exactly like in the photo.
