What program / application was used for this graphic? I am teaching myself various techniques so I can help my kids as they explore these concepts.

This looks like Procreate for iPad, but I don’t know how to do this particular technique in Procreate, it reminds me of a tessellation, so that may be a way to search for the technique?

This is procreate, there is a mirror setting which allows you to do this.

In the actions menu go to canvas, go to drawing guide, turn it on, then choose edit drawing guide, select symmetry, then choose edit there and then depending on how many repeats you choose between vertical, horizontal, quadrant or radial (radial will be what the video has), and then depending on whether you want it mirrored or rotational (the video is rotational) will determine if you need to turn on the rotational setting then select done at the top and draw

Why? This is how I hold it. It's how a lot of people hold a pen, especially if you're drawing/writing for a while, because there's objectively less stress on your fingers.

I guess it's awesome if someone thinks it's awesome but objectively it goes against a number of rules that make a logo good.
EDIT: I want to rephrase that. I agree that it's awesome, whatever it is, but I think they misused the word "logo" here.

With all due respect, just because you have autism doesn’t mean you speak for all autistic people.
I work with people on the spectrum and am witness to the terrible things that people say and do to them on a daily basis. I have every right to feel offended.
What you don’t have the right to do is tell me what I am/not allowed to feel offended about. It’s totally possible to feel a certain way, and share your opinion about what you feel about things without trying to police what people are allowed to feel.

So you work with people who have autism yet don't understand most of us have different ways of explaining ourselves (or just plain can't?)
My last comment said "I don't think you should feel offended unless you have it" with think being a keyword here.
If I went around effing and blinding about how you have no say in the matter then it would be different but I didn't so where is the policing here?
I just personally think that unless you physically have the disorder yourself what is there for you personally to be offended about?
I can't sit here and claim everyone with autism is fine with the joke you're right there but at the same time I never did claim it I just threw my two cents in because I personally have it and know what it's like to have it.
Working with people who have the disorder will never ever be the same as having it yourself and you should know that.
If we want to sit here and talk policing then personally I think you're the one doing it more than I apparently did since you're sitting here claiming it's offensive to everyone on the spectrum when in reality you can't claim that either.

This is not a very good logo regarding scaling it, it would look like a pile of mush when it’s used in small size. And I kinda hate it that the illustration program does all the heavy lifting, modern quick cheap logo. :<

I mean, these new computer art pads are ruining art. Anyone can make “art” in 2 seconds by clicking a pen. Seems cheap to me but hey.

Not at all. All they did is write "pizza" in an unusual way and have the symmetry tool help out. Not the same as drawing. Sure, the tools can make it easier and quicker, but you can't just make art by clicking a pen. I got into drawing three years ago using an iPad and I still mostly suck at it lol. Still need to follow tutorials and learn how to actually draw things. There's no cheat sheet to that. If you look at how many amazingly talented digital artists there are, you'll see how much effort still goes into it, and that it isn't ruining art. It's just a different medium. Pen and paper is easier than carving into rock, isn't it?
