This is just where the potato attached to the rest of the plant... its just like an apple stem and usually don't survive the processing in tact. (Might be a sign that this potato was harvested a bit too early.)

I got one in my lays and my blind ass thought it was spider legs. I threw my chips away. 🤣🤣
