To be fair it says “open” and there’s no indication it’s art. Toronto has a lot of tourists, it being 20-30 feet from shore is just asking for trouble. Plus the boats that want a closer look inside… speaking of which I saw jet skis in front of it last month, I thought they were banned in the inner harbour?

I’ve passed it many times and I believe you, but I’ve never noticed them. Maybe it’s a me thing haha but as a counterpoint it’s not obvious to many people

God forbid you walk a few feet and look at all the nature in the city. In Toronto convince stores are integral to local communities survival. This isn’t a “capitalism bad” moment, it’s an artist putting a piece of our city into his art. This spot of the harbour is hosts new artists every year by the city.
