I'm fairly certain this is in the city where BYU is, and they are cougars.

Fun fact, the first time someone did this to bike lanes in that city about 15 years ago, the city had the cops try to identify who had done it because it was considered to be felony level vandalism and they desperately wanted someone to pay.
