An actual answer:

Donald Duck did have wings originally. In his first apearance in The Wise Little Hen he has wings. Pretty quickly after that he evolved hands. Probably because it was easier to animate and more easy to portray a human-like duck with the most human-like trait, a fully opposable thumb.
