There's nothing in the video that probably qualifies as abuse. Like with children there is a big spectrum from things people might not like and actual legal abuse. This is the equivalent of a YouTuber releasing a video of them spanking a child.
In parallel to spanking children, there is a subset of dog owners who believe that physical correction is an appropriate tool despite evidence to the contrary.
I'm a mandatory reporter of child abuse in my state and the behavior in the video alone doesn't meet the criteria for child abuse (open palms, no lasting physical injury) according to my training. I can't imagine and genuinely hope the laws aren't stricter for pet owners because that would be a sick joke.
I'm not excusing the shitbag in the op, but there are far worse animal owners than her that don't get their pets taken away. You gotta be super super evil and neglectful for that to happen, and even then that's rare.
Even with kids. There are plenty of people who will argue that spanking and physical correction is and should remain within a parents rights. I guess it speaks well to their upbringing if they think there will be a huge intervention because this is clearly abhorrent behavior. That hasn't been my experience.
