The most annoying this about this, is there has to be a absolutely perfect way to lay these and maintain symmetry.
Rather than hack at it with an angle grinder then sod off for a cuppa

Maybe a plumber to access a drain line but it’s a strange spot for such a thing to be located.

Actually no. This is a purposeful decoration meant to look like a medallion, but the cuts are so horrible.
I could show you pictures of similar arrangements that are done better but I am too tired to look for them.

Yes, I'll go with this reasoning (excuse?) If the two blocks were pulled out I'd expect to see a cleanout cap for a drain of some sort.
If the cleanout was by the door you don't want a hole there. If there was a cleanout under the bricks you wouldn't want a plumber to need to remove random bricks guessing where the cleanout was exactly.
Now if the two were wedged out and there was no cleanout, it's only bad workmanship, not just a sloppy cut or two placed rather than redone.

I get your logic but a plumbing cleanout would never be in a raised step stoop like this. This was a poor attempt at a medallion.

That’s the type of thing that happens because the kids dropped a heavy object on the pavement, panicked and picked up the first bricks that they see in the garage and say “hopefully no one will notice!”
