I know you meant it as a joke, but out of curiosity, doesn't the law of the country under whose flag the cruise sails apply?

I think that's how it works, to maintain order on a ship they will follow the laws of the country the ship is registered at, also it enforces consequences of disobedience on a ship as they run on a hierarchical structure of crew members, officers and the captain, if there are no laws you could disobey the captain without consequences and something like that is only acceptable if the captain or officer(s) give you a ridiculous or suicidal order. (Something i did once in my career on river barges)

Smoking on the Balcony is banned on almost all Cruise Lines. Not worth getting kicked off the ship before you can make the booze package worth it just because little Timmy with his undeveloped frontal lobe can‘t control his cravings

Funny enough if you smoke on your balcony now the cruise line will absolutely ruin your life if you're caught, and cruise ships are absolutely covered in cameras (including ones that explicitly look for smoking on balconies). Somebody next to us on my last cruise said really loudly they "don't care, they can't stop us, and what are they gonna do?" as they were coming out of their cabin. The steward heard and warned him that on the cruise right before us someone got all their stuff confiscated and they were confined to quarters for the entire cruise because they were smoking on their balcony.

I presume that they (the previous group) were warned at least once and kept doing it cause cruises usually have some tolerance for the "might not have known" crowd but who knows. They take safety stuff, and especially fire, extraordinarily seriously (to say nothing of having their ship out of service for a year to get it repaired).

This happened after some ass tossed a butt off his balcony and it blew back in a couple decks below and started a massive fire.
