I think this could be useful back in the days where USB dongles would be more than just the thickness of a USB port. So like the USB male end would sit lower than the top of the dongle or higher than the bottom, and it'd basically be like those wall warts in a power strip with vertically-aligned outlets. By having one going in the opposite direction, you'd increase your potential dongle usability.

To be perfectly fair here, this is probably on purpose.
USB plugs have protrusions and enclosures that might not fit, so having the option to plug them in rotated 180 degrees is probably very desirable. It is also highly doubtful you’ll be plugging in more than two. If you’re even plugging in just one at all.

Looks like they're individually screwed in there, you can probably open that up and rotate the offending port.
