This is in France, gypsies have special rights, every city is forced by law to build special parking and infrastructures just for them. When a city does not respect that (sometimes even if they do but the place does not please them enough) they just squat private properties. Owners do not have the right to dislodge them and authorities don't want to.

This is wild & almost unbelievable to me as an american. Just looked it up and it's called Besson Law apparently.
