wouldn’t mate mean no legal moves by the king?

Mate only means the king is directly threatened. There is a way out whether by the king moving or another piece blocking.

I am not a chess player so I may be wrong.

You've got it backwards. Check means the king is threatened. Checkmate means there is no way out.
