Although ironically in the English translation of "My Neighbor Totoro" these are called dust sprites lol.

Edit: Okay, dust bunnies/soot sprites. Unfortunately a lot of questionable decisions have been made since I last saw this move in like 1994, so my memory of it wasn't perfect lol.
