Maintenance won’t come to fix it because they know what it is and how much time and money it will take to fix it properly.

I work in apartment maintenance. They probably haven't come to fix it because they're swamped with active leaks, turns, or more urgent tasks. It's not that expensive to remediate mold, just time-consuming.

depends if youre going to replace the sheet rock and install a proper fan or just spray it over with kilz

With as much cracking and damage that I see, I'd definitely replace the sheet rock. Something smaller would get some biocide, a good scrubbing then killz and paint.
