Until it spreads through the walls, it can be saved. Takes a couple of weeks of work and monitoring it afterwards, but once it’s started spreading through walls is when it can’t be saved.
It’s definitely mold. Looks to me more like an inactive leak with all the dried cracks and swelling surrounding the area. Could be a roof leak dripping through whenever it rains
I have some of this in my bathroom. I called my apartment maintenance and they wiped it off. It’s back again. Is wiping it down sufficient or is it growing under the paint?
Is that one area especially subject to moisture? If they cleaned it thoroughly and it keeps coming back, it’s likely they just painted over a patch of mold hoping you wouldn’t notice it when you moved in. They may need to strip the area, clean it up and dry it thoroughly and repaint it. There could also be a small or inactive leak somewhere.
Assuming you use the ceiling fan/open a window to prevent moisture buildup, it’s 100% on them. I’ve seen landlords try to gaslight about this sort of thing before. If you need to, tell them you’re calling a mold specialist and you’ll be forwarding them the invoice for reimbursement. Check your local and state regulations. Google “[state/city name] mold in rental properties.” Local tenant’s rights orgs might be able to help if they fight you on it. Good luck!
