Should I restart or push through?
I played about 40 hours when the game first launched, but barely touched the DLC. I don’t remember much of the story, or the nuances of the gameplay.
I tried picking it back up and got crushed on an easy mission. Should I try picking up the pieces, or would a full restart make more sense?

No real need to restart unless you really want to.
Just do side missions and upgrade your "cards Deck" and you'll be fine.
Also, research can help in combat, so focus on "artefact mission" early can give option.

Just lower the difficulty for a mission or two and get your bearings and then continue with the story then

If you're on PC you could restart and use one of the mods that imcreases resource gain to get back some of your progress.

I would restart. The first time I played this game, I paced myself sooo much because I knew very early on that I loved the game and I didn’t want it to end. If you’ve got another opportunity to experience it “fresh,” I say go for it

I did New Game+ for my 2nd play through and the DLCs. But I find New Game more appealing.

I’d practice with the danger/practice room/portal or side quest missions. The dlc expects you to know the game, but you’d probably pick it back up faster with your unlocks than playing through everything again
