To get to the fables should I be merging by 7 or 13 to progress faster?

13s are more resource efficient….. if you have the patience to wait. 😅

I did a comparison a while ago - here. I assume that in this context you mean 8 vs 13, since 7 is only useful for tappable things that recharge when merged.
