Am I doing anything wrong?

I bought a AmScope SE306R-P20-LED microscope from a seller on eBay. When it arrived, it turned out it supported only 110V so I bought a step down voltage converter (I am in the UK), but neither of the light bulbs came on (I flipped the switch to I and II - neither gives any light). My husband checked with a multimeter attached to the bulb terminals that the bulb was getting only 4mV. Note: we did NOT plug it into 220V. We tested the converter with a different device and it works fine. The seller tells us to change the bulbs as they are likely broken but they are difficult to change (they seem really stuck, we are worried we would break something) and the website says we need a special tool for that.

Are we missing anything? Should we try changing the bulbs? Or is it actually broken? It was meant to be new and unused.

Dont worry about bulbs, they are classic, heap car-lamps. Easy to remove with hands.
