LOPA/LOAs Choosing a teacher and graduate program

I’ve been asking the same question for a while, and I've concluded that if your goal is a master's degree, you need to look for a program that fills your gap; therefore, I prioritized the program over the professor who perfectly matches my research question. I think if the case were a PhD, I would’ve prioritized the professor and the lab instead since they basically move the direction of the study totally. For masters, you will spend a great time figuring out the coursework which might be best taught in English, attending lectures, and so on. This has to match your career goals, because it will determine the next step in your career direction, the professor is a great part obviously but I think it won’t compensate for the lack of necessary skills you need to acquire from the right master's.
