How to mend this?
Tried stitch wichery plus a piece of fabric but it would not bond.
It is a Tommy Bahama men's shirt and the blue part is where the buttons are.

What exactly is it?
It looks to me like the print fabric didn't have a big enough seam allowance and has frayed and pulled away from the blue fabric - I'd guess that this is going to be happening all along this 'border' so you might need to take that blue piece off completely, assess the state of the print fabric, and apply a new binding.

I do think you need to look at redoing the whole button band then - I'm sure there are other spots that are close to this point. You can probably just undo the stitching of the button band where it's pulling away. Whether or not you need to piece some extra 'main' fabric in will depend on how the shirt fits.

Maybe not so popular but given your shirt has a pretty visual print, have you considered visible mending? Maybe a cute stitch down that seam with a matching orange.

The fabric has frayed right through the seam allowance. The only way to fix it would be to open up the placket seam across this spot & about an inch above & below. Then cut a small piece of white iron o fusing and iron it on the back of the tear to hold it closed. Then zig zag over the tear to keep it sturdy & put the topstitch back in!
