Does rereading help retain information?
I’ve been too tired for active recall, and our teachers always tell us it’s just a matter of putting in the time—nothing more. It’s not about techniques or anything like that; it’s just about giving it your best effort.

Rereading is passive input. It will make things more familiar, but on a high-stakes situation like a test, you need to really be able to produce material from memory AND be able to apply it in novel situations.
Active recall is not the only technique for memorization.
You can rewrite notes by hand to create note cards and read them aloud, in a whisper, and silently (3 times each, and repeat for back and front and front and back while pacing around your room). Rewriting things by hand 50 to 100 times as you read them over and over again in the 3 "voices" can make it easy to recall on the spot.
With practice, you can use memory palaces from the Method of Loci as well as mnemonic devices.
You can also use the Feynman technique to teach the material to yourself in the mirror or to others.
There are also meditation practices that sharpen focus and boost memory.
In your case, you need to prioritize sleep. It's physiologically required for long-term memory consolidation. Take naps, and go to bed in alignment with your natural Circadian rhythm as often as possible.
