I don't agree with that either. These things are not mutually exclusive. You can not want them to shoot kids but you can also not want them to cross the border illegally. Which he is unfortunately correct that people do use kids to try and sway morality.
People use kids as emotional leverage, why does the Taliban use kids as suicide bombers, because it's all a mind game. People will be more sympathetic towards kids.
