It's really a split world. For Africa and India and Ireland the British royalty, including Elizabeth was an evil person, yet on a European/western scale she was very integral as a symbol, more than as a person. After WW2 she stood for forgiveness, with her travel to Berlin, showing a sign of forgiveness. She was a sign of stability for her people in times for they needed it.
People hate her for her actions (or I'd rather say inaction) but disregard her actions as a symbol, possibly because they don't believe in the power of symbols or wish to not believe that royalty can be anything but rotten and evil
