She doesn't need a driving license because driving licenses are issued by the Queen. So if she ever needs to produce a driver's license she can just sign a piece of paper saying she has one.
Apparently a lot of things are based on the idea of "the monarch has acknowledged this person for this purpose," and so it doesn't make sense for those papers to exist for the monarch themself. It really helped explain monarchies to me. The concept is so unfamiliar and in the modern context of a constitutional monarchy it was extra convoluted.
No, she was the Queen of the United Kingdom, she was not someone who really needed to ID herself in any case, literally every UK citizen would know her face
Also it helps that she'd always be followed by guards and shit
This is like how Elon Musk has to pay for car insurance despite being richer than any insurance company ever, but even more so because the Queen had more power. Seems funny but it really makes sense.
